What are the NSW Owner Builder Course units of competency?
The units of competency needed to complete the NSW Fair Trading approved Owner Builder Course are:
- CPCCOM1013 Plan and organise work
- CPCCOM1014 Conduct workplace communication
- CPCCWHS2001 Apply WHS requirements, policies and procedures in the construction industry
- CPCCCM1011 Undertake basic estimation and costing

How is the course delivered?
What do I get when I complete the course?
You will receive a Statement of Attainment (SOA) stating you have completed all the necessary units of competency needed to obtain a NSW Owner Builder Permit.
Only an accredited Registered Training Organisation (RTO) can deliver the NSW Owner Builder Course & issue a Statement of Attainment.
Is SAFE RITE an accredited Registered Training Organisation (RTO)?

Do I need a 'white card'?
Yes. Everyone over 14 years old who does any work on construction sites must complete a SafeWork NSW approved ‘General construction induction card’ course – otherwise known as a “White Card”. If you apply for an owner builder permit without your ‘white card’, Service NSW will reject your application.
***Please note there is no such thing as a “combined white card and owner builder course”. These are both SEPARATE courses. The units CANNOT be combined as both have differant regulators and assessment requirements and MUST be completed SEPARATLEY.
- The NSW Owner Builder course can be done FULLY online. This is where you can log in and out of an online course and at your own pace. The NSW owner builder course is regulated by NSW Fair Trading / NSW Building Commission.
- A ‘white card’ MUST be done face to face or virtual classroom (ie. with a live trainer at a fixed date and time).The ‘white card’ course is regulated by SafeWork NSW.
***Fake ‘white card’ courses – Please be warned of fake ‘online white cards’ or ‘Preperation for White Card’ courses. These courses are FAKE and are not recognised.

What is an owner builder?
-
- You must be at least 18 years old
- be the owner or joint owner of the land, or be a shareholder in the company that owns the land, or
- have a lease, registered with NSW Land Registry Services, for more than 3 years
- intend to live in the property after the building work is complete or, in the case of a secondary dwelling being constructed, one of the dwellings.
- Note: You need to complete an accredited NSW Owner Builder course ONLY if the market cost of your owner builder work is OVER $20,000 (including labour & materials).
What is owner builder work?

- where the reasonable market cost exceeds $10,000 (including labour and materials), and
- which relates to a single residential property (i.e single dwelling or secondary dwelling) that:

- requires development consent (DA) or is a complying development (CDC).

What work can I do as an owner builder?
Owner builder work relates to the supervision & coordination of works such as:

- Sheds
- Garage, carports
- Renovations, repairs, alterations, additions
- Secondary dwellings such as ‘Granny flats’
- New home builds
- Note: Dual occupancy (e.g. duplex) – An owner-builder permit will only be issued regarding a dual occupancy, such as a duplex, in cases of special circumstances.
- An owner builder must not do any work that is not covered by the DA or CDC.

- a current general construction induction card (white card)
- evidence you’ve completed the owner-builder approved education requirements – (i.e. the SAFE RITE owner builder course)
