Australian house builders’ prices rose 5.7% over the 12 months to the September quarter 2026, according to the Australian Bureau of Statistics (ABS). Owner building can change who manages and pays for a project, but no official source puts a dollar figure on the savings, and there are costs and legal duties that first-timers often miss. This guide sticks to figures and rules from official sources, with links and dates.

This is general information, not financial advice. Check your own numbers and the linked pages before you commit.

What is happening to building costs?

The ABS measures what builders charge in its Producer Price Indexes. In the Producer Price Indexes, Australia, September 2026 release (published 30 October 2026), house construction prices rose 1.0% in the September quarter, and 5.7% over the past twelve months.

The ABS says input costs for house construction also rose 1.0% in the quarter, driven by higher raw material, freight and fuel costs, along with ongoing supply chain disruptions.

One caution: this index tracks the prices builders charge across the industry. It is not a measure of what an individual owner builder will pay for materials or trades, and the ABS figures are national. We have not quoted any NSW-only number because we could not confirm one in the release text.

Where could owner builders save?

Here is the honest answer: no NSW Government, Building Commission NSW or ABS page we read says how much an owner builder saves, or that they save at all. We have left out any percentage for that reason.

What the official pages do say is what the permit allows. Under an owner builder permit you can supervise or do the work on your own home without a licensed builder supervising it. Our reading, which is not an official statement, is that a builder’s price normally includes managing the project, so taking that role on yourself is where any saving would come from. You also take on the work and the risk that comes with it.

To test whether it stacks up for you, get written quotes for the same job from licensed builders and trades, then compare them with your own budget, including everything in the next section. Safe Rite members get free tools such as Auto-Budget and Auto-Schedule to help with that.

The costs people forget

Permit fee

The owner builder permit fee is $233 for a new one-year permit, according to the NSW Government fees page (fees for July 2026 to June 2027, page last updated 1 September 2026). Our step-by-step permit guide covers how to apply.

White card and education

A white card is mandatory for every permit application, and work valued at more than $20,000 also needs the owner builder education requirement or an approved equivalent, as set out on the NSW Government application page. Course fees are charged by the training provider, so they are on top of the permit fee. Our NSW owner builder course is one way to meet the education requirement.

Insurance

The NSW Government’s working as an owner-builder page says owner builder work itself is not covered by home building compensation. If a licensed contractor contracts directly with you and the contract price is over $20,000 (including materials they supply), they must provide that cover, and you should receive the certificate before work starts and before you pay any money. Public liability insurance is not compulsory, but the page strongly recommends it.

Licensed trades

The same page says tradespeople doing home building work costing over $5,000 (labour and materials) must hold a relevant licence, and that a written contract is needed when the contract price exceeds $5,000. Electrical, plumbing, draining, gasfitting and air-conditioning and refrigeration work must always be done by a licensed person, whatever the cost. Knowingly hiring an unlicensed contractor is an offence with a maximum penalty of $22,000.

Safety obligations

You must meet your duties under the Work Health and Safety Act 2011 and be aware of your obligations under the Workers Compensation Act 1987. The page warns that significant penalties may apply if you do not meet them. Planning for safe work, such as safe work method statements, takes time and sometimes money.

Delays and rework: what we could and could not find

We found no official figures for how long owner builder projects run over or how much rework costs, so we have not made any up. What the official pages do show is where time can be lost. You need an approved development application or complying development certificate before you can apply, and the NSW Government says assessment takes up to three business days only when the application is complete. Because delays cost money (interest, rent, storage), it is worth building time into your budget.

Rework is a risk you carry yourself. The working page warns that as an owner builder you are guaranteeing the work you undertake.

Risks that last after you finish

Two rules matter if you ever sell. First, if you sell within 7 years and 6 months after the permit was issued, the contract for sale must include a consumer warning, otherwise the buyer can void the contract before settlement. Second, the next owner can claim under statutory warranties. Building Commission NSW says these are 6 years for major defects and 2 years for minor defects, counted from completion of the work.

A simple way to plan

  1. Price the whole project with licensed quotes, not guesses.
  2. Add the permit fee, white card, education, insurance and a contingency for delays.
  3. Compare the total with a builder’s fixed-price contract.
  4. Be honest about your time, skills and tolerance for risk.

Frequently asked questions

How much does an owner builder permit cost in NSW?

The NSW Government lists $233 for a new one-year permit for the 2026-27 fee period. Check the fees page before you apply.

How much will I save by owner building?

No official source gives a figure, so we cannot give one. Savings depend on your project, your skills and what you take on yourself.

Do I need home warranty insurance as an owner builder?

Owner builder work is not covered by home building compensation. A licensed contractor you hire directly must provide cover if their contract price is over $20,000.

Can I sell my house after owner building?

Yes, but if you sell within 7 years and 6 months of the permit being issued, the contract for sale must carry a consumer warning.

Are building costs still rising?

The ABS reported house construction prices up 1.0% in the September quarter 2026 and 5.7% over twelve months. That measures builders’ prices nationally, not your project.

Do I need a course?

If the work is valued at more than $20,000, you need the owner builder education requirement or an approved equivalent.
